Will this be able to hold my 10 pound cinema camera rig on a heavy duty tripod?

I would not recommend this setup. The turn-knob that is used to attach the camera to the mounting plate would be hard to get enough force to hold such a heavy load. I use the claw mount for mostly Sony FDR-3000X actions cam and DJI Osmo Action cam and a Panasonic 4K Prosumer camcorder.

Are you able to get the top piece (part that mounts to camera) separate? I have 2 cameras but only need one locking base

Yes you can buy just the top piece - the camera plate - but it is $18.95, so why not spend the extra $2.00 and get the whole package? I have 5 units and attach the bottom piece to my several tripods, unipods, Joby Gorilla Pods and the Ram mounts (which I use the majority of the time).

Is this the gen I or gen ii?

This is the Gen I. It was the only one available at the time I ordered it, the Gen II has slots for the Arca mount per its description

Where is the clip for the backpack?

This Claw Quick Release Plate has no backpack clip and is only suitable for mounting on 1/4" screws.
