Would you be able to paint the wood?

Yes and it would look great painted

My dragon starts to flap then the gears seem to get stuck. Any suggestions from more successful modellers?

I found thay dry PTFE spray helps, but to be honest, I don't think the four rubber bands are really powerful enough to operate the dragon for more than a couple of seconds. Maybe mine might 'wear in'. I'm considering replacing the rubber bands with a 9v motor. No..really....
