Q: How do I remove adhesive buildup on carpet?When the rug slips it leaves stickiness that attracts dirt.

Pretty sure this is meant for use on hard floors, not on carpet. Try using something like goo-gone in a covered area first to see if it discolors the carpet, and if not then use that.

Q: Can these be used on "Resilient Vinyl" flooring without damage to the floor?

I want to use these on two different floor surfaces: one is tile, the other vinyl plank flooring. I am not worried about the tile, but want to make sure it won't damage the plank flooring. Is this just a "sticky" surface that provides a non-slip grip on the floor, or is it actually an adhesive that sticks to the floor???

It probably would do just great to prevent your mattress from sliding on a hard surface floor. You may also want to consider Mighty X Carpet Two Way Tape.
