Yes, a deck of cards fits inside.

Q: will these bags fit an 8 oz bottle in it? the height of bottle is 6"?

No, the usable height of the bag is only 5" (from the bottom to the draw string). There is about 1/2" more in height above the ribbon. the bags are about 4" wide. I suppose that if the bottles are less than 5" with a 1" neck you could use them and just tighten the ribbon at the shoulders of the bottle, but my concern is that a filled bottle may be too heavy for this very light mesh fabric. I used them to make lavender sachets and they worked well for that.

Q: Weird question but will it fit a phone case?

A cell phone case will not fit in this bag.

Q: What is the size of opening? Would it fit a 2” votive candle?

Yes, a 2" votive would fit. The bags are very nice!
