Good question. After removing the handle and two screws you should see a small hole above the spline (the gears the handle attach to). If you insert a screwdriver and twist the cover should come off, although I have had limited success with this method. Another option is to open window insert a screwdriver from the exterior into the operator on the opposite side of gears against the cover and gently tap with a hammer and cover should pop off.
