Need for sealing new AC system fittings that may need disassembly in future - will this provide extra seal protection?

I have not used it with AC systems, so I am not sure if it is compatible for resisting those chemicals, but this is also intended for sealing. Even in Loctite's own product description: "Seals welds and porous metal parts."It also is a medium strength thread locker, not high strength. Disassembly may require a little more force to break the fastener loose, but applying heat is not likely to be necessary unless it is a especially weak fastener.

This cannot be used with any type of plastic? I have two metal set screws (very small) into some ridgid plastic, would this 290 be OK?

If I remember correctly, Loctite in general requires two conditions. First, that there is a lack of oxygen as in between the screw threads. But, I think it also requires that there are ferrous ions present. Which means it might work, and it might not.

Have you used 290 on electrical screws connecting wires?

"Electrical connectors and set screws" is listed in the description, but I haven't personally tried it. I'm looking for a thread locker and conductor aid to use on 240v/212°F heating element connections. I wonder if this will work?

Can I use this on some steps in my pool?

Normal loctite thread sealant is not designed for underwater applications and will not cure underwater. It is also not recommended for underwater use even after cured prior to submerging as there is a likelihood of the sealant dissolving. There is however a loctite 2 part epoxy (Loctite Epoxy Marine) specially designed for use underwater.
