If you install SM cable, you have to use an SM patch cord and a SM for SFP transceiver

Yes it does. I have used it for that personally, and it works beautifully. It also does NOT affect the RJ45 uplink port. It can also be used simultaneously.

Q: Will this switch power Ubiquiti access points?

No, each one has different power and voltages. You have to look at the technical sheet
