I plan to mount next to the stick-up cam, so don’t need 4m of cable. Is it possible to shorten the cable?

No one end is fixed in the solar panel, and the other end has the fixed plug on it. I used perhaps 1 metre and cable-tied the rest of the cable behind the solar panel

Is this weather resistant? Not keen on the idea of saving cost in the short term on this only for it to permit damage to my camera in the long term…

My panel is in a very exposed position. Absolutely no problems with wind or rain. Haven't had any ice or snow yet, but I also have solar panels on my roof (for nearly 10 years). Because the way they work means they're slightly warm I've had no problems with ice or snow, so I don't anticipate any with these small panels. Mine has kept the camera on 100% charge since I got it. Great investment.

does it work through glass?

It might work a little bit, but they are designed to be in direct sunshine. I found that this didn’t work well for me because I don’t get a lot of direct sunlight outside, so inside it would have been useless for me.
