Does this faucet swing left to right? Or is it fixed in one position?

It swings both ways but right now we are having a heck of a time keeping the base from rotating with it. It seems like it should have had a washer to grip it to the sink but ours didn’t and it has loosened with time. It also is in a hellish position trying to get to it with that special faucet wrench you need to get up behind the sink. Would not have bought it if I had known we would be crawling under the sink trying to constantly tighten it.

Does tis have a flow restrictor? The water flow is quite weak.

I don't know about the water restricor, but I returned this faucet in less than a week because the black "powder coating" was bubbling a peeling. Not high quality at all.
