Im thinking of purchasing the behringer powerplay p1 and it has a l and r input xlr. can i use this cable as a splitter to get the full sound?

Yes but you'll end up feeding the same signal to both inputs on the P1. Since the P1 has a stereo/mono switch, there's really no need to feed the same signal to both inputs, just switch it to mono.

Will this fix on sony Z150 video camera

You don't need this for the Z150 since you can already assign the external XLR input channels on the camera to be combined or separate using the camera's internal menu. Look for the INPUT1/INPUT1 option which will set the audio input on channel 1 to record on both channel 1 and channel 2. The INPUT1/INPUT2 Option keeps them separate.

will this turn a mic to stereo instead of mono?

No. It splits the signal in two - the same signal is sent to either side of the splitter. I use it in rehearsals where one mic signal goes to the PA and the other to my recording interface. Works really well. They're both the same signal though - no stereo separation or anything like that.
