Can they be cut?If so with what?

Using my Fiskars paper cutter, with the titanium blade, I was able to cut them. You just have to score them 5x on each side and use a straight edge to break it off. It's work, but I was able to get what I wanted by doing so.

How can you clean them without scratchibg them?

Microfiber cloths sold for auto polishing.

Are these mirrors high quality enough to use to apply makeup ?

These mirrors are great! I love mine a lot and you can do anything you normally do with any mirror.

will the thickness of the adhesive make the mirrors too thick behind the glass shelves of my medicine cabinet?

No, it's good yet maybe a little stronger adhesive on back of mirrors, otherwise they work well for me with my projects. Peace out
