Yes, this includes 1 reversible mold as well as the clamp.  Please note this is for 1 reversible mold.  The photo shows 2 as this is shown for a reference of how the mold can be reversed.

How would you recommend pre heating it? I Have tried to case silver in it and keeps getting stuck at the top.

...I was shown how to use one of these in school. I have since learned from You Tube. Beyond that I have moved on to something else entirely. Let's begin...
School taught method:
Clean the mold surfaces thoroughly, wire brush preferred. Coat surfaces to be cast into with soot (plug air intake holes on acetylene/air torch tip or light just the acetylene on a Victor setup) by passing carbon rich flame on surface repeatedly. Assemble mold without touching the soot or slipping and sliding the halves together. Heat the mold thoroughly with the torch you're using to melt your metal. Heat your metal. Periodically hit the mold with your heat. Working your torch in the direction of the mold while heating your metal helps. Heat your metal well into its molten phase. Fine silver and gold will give the best results if you aren't using oodles of flux. If using copper or alloys containing copper, use oodles of flux. The mold should be hot enough to burn you to obtain a great casting. Once your metal is bouncy and the mold can sear your skin, pour that jiggly blob into the mold. Wait for it to cool down or wear cotton/leather mitts/gloves to open the mold.
You Tube method:
Thoroughly clean the mold, wire brush or steel wool preferred. Make sure no steel wool bits remain. Coat the mold with your favorite edible oil (YT dude used motor oil, but I found it to be gross). Assemble mold. Heat metal and mold as described above. The oil on the mold will hit its smoke point when the mold is hot enough. Different oils have different smoke points, do your own research, experiment. Pour jiggly blob into mold as described above. Wait for mold to cool before openning.
I have never made a perfect billet in this mold with copper or silver. A small kiln, annealing oven, or enamelling oven might do the trick, but I just figured out something all together different and relegated my mold to low melting temp metals, mainly lead.
