Can someone please describe what come in the package? My packaging seemed old and the only thing it had in there was the filter,

My package was like new. Filter was in plastic wrap with a solution that kept it fresh when opened. Installed easily and has worked really well. Notice a slight performance increase but with the cold weather coming in, I haven't really been able to determine any better mileage. It is good to know that this is a premium product that will last a long, long time.

Do I need to do anything to the filter before I install it?

Does this need to be oiled right out of the box? Instructions on how to oil?

No It is preoiled. Just pull out of box and install where the stock air cleaner was.
