How do you get the vinyl to stick to the tape? I tried everything and the vinyl just won't stick to it!

I lay it over the top and rub over it with a credit card or squeegee. It’s picked up my vinyl better than any other transfer tape I’ve ever used so it’s difficult for me to imagine why it’s not picking up for you.

Is the backing paper clear? i want to trace and cut and need both clear vinyl and clear backing paper to see what i'm doing.

There is no backing paper on this product. It’s a big roll of basically industrial scotch tape if you excuse the analogy. So what ever the baking on your vinyl is what you will get. Hope this helps.

Is this transfer tape good for applying car decals?

Yes, it is. I have been using this one for years with no issues.
