It is NOT non-toxic. But, due to the small amount, it's not considered "dangerous". It's impure liquid white phosphorus.

Could you do this while wearing black gloves? Either cloth or maybe latex gloves?

Yes, after you burn the paper you rub the residue on the fingers/glove and it will smoke
