Yes, that is what it says on the product page, first bullet. Amazon does make that hard to find. I am the first to admit is seems too practical but in my experience it is the best an easiest way to activate an unweighted tuning fork. I recommend putting it in your pocket for easy access. Mallets require you to tap very hard to get a sustained tone and, limit you to holding only one fork. The power of unweighted tuning forks come from creating harmonics or binaural beats which you need two or more forks to do. Tap two forks against the puck at the same time then bring them by your ears. BTW- if you have a blank hockey puck at home the use that. Using a puck with a team logo it probably not a good idea energetically.

Is it made of silicone or rubber?

The activator is really a hockey puck made of vulcanized rubber.
