Diseased plant. Full of milly bugs on it

Gifti's land lotus double petal
Plant is too small to survive, all leaves are bitten by insects, such a plant ought not to have been supplied by Gifti from whom I purchased Lantern hibiscus which was amazing barf on which I started buying, but this time I'm disheartened. Please convey this feedback to the seller for considering replacement.

Very small plant, just one leaf, atleast should have 2 start with
The plant is not worth buying. It is too small. I know if I manage to survive it, it is going to take 2-3 years to reach to some level say a feet high. Better not to buy from here and prefer buying from a local nursery where plants and 1-2 feets already and are cheaper.
