Q: Do you moisturise your face before applying face powder?

Yes, always, cleanse, then moisturise/use various serum’s then you can apply your primer and powder.

Q: Can I use it to apply liquid foundation?

I haven’t tried it with foundation but I don’t think it would work very well as the liquid would just soak into the puff.
