Yes, it should work - are you trying to attach an action cam /gopro for close up views? Might want to attach a lanyard to the camera in case the clamp fails since it does not have a locking mechanism... The stainless steel and aluminum should be ok in freshwater, but might have galvanic corrosion issues in saltwater - rinse often. if using a ballhead, make sure its waterproof and rustproof as well.

Will this attach securely to the tubular frame of a lawn chair

This clamp will absolutely secure itself to a lawn chair. Question is how sturdy that lawn chair is. If that’s all ya got, put Grandpa in the chair for more stability!

Can this clamp to a 12mm rod?

Do the threaded holes go through all the way, if not, what is the depth of the holes?

Yes, the holes are drilled and tapped all the way through, but end at the pivot hole for the cylindrical clamp nuts. The holes are about 1/2" deep (14mm),
