Will this probe be used with Rigol oscilloscope model ds1054z?

I am using it with a different scope so it will wprk with Rigol too.

will it work with a handheld hantek scope? and how to set it up? kinda confuse because its not an automotive scope.

It does not need to be an automotive scope. Connect the probe to the scope‘s input (BNC connector) and read the voltage indicated by the scope, then convert that voltage into current depending on what sensitivity the probe is set. An example will be reading 300 mV pk to pk and the probe is set on high sensitivity range of 1 mV per 10 mA, which will translate into 3000 mA pk to pk current.

Will it distort, or is it able to accurately measure peak inrush ac current to a 15 amp 24vdc ac to dc switching pwrsup ac input and its dc out?

Depends on the current. In rush current can be 100's of amps. It will distort. Steady state input is very measurable. The output current during power up is limited by the regulator, and is most likely under 65 Amps. Also the current probe doesn't flat line at 65 Amps. The fan on my truck took 120 Amps peak during turn on, and the wave form didn't look clipped or distorted. The Hall effect device becomes non-linear on over range, but still works.
