Can the mounting brackets be reversed so the input cord and outlets are on the front of the rack?

There are power outlets in both sides of the device, so you can mount it on the front of your real or the back and have power in both directions.

what's the difference between white and black outlets ?

The black and white outlets are two exclusive isolated filter banks that prevent equipment connected to one bank from interacting with equipment connected to the other. (copied from the product info).
