Do the Rudder pedals control nose wheel steering?

Yes the certainly do, just like in the full size (light aircraft) the rudder pedals control both the nose wheel steering and the rudder on the vertical finThey also control the brakes - good for differential braking.

Will the Saitek Pro Flight Rudder Pedals work with Windows 8?

I honestly have no idea, I would contact Saitek. But, I have been in the PC repair business for over 6 years and can't see any reason it would not work. Windows 8 is based on Windows 7 technology and the pedals are a simple plug-and-play USB device, so it 99% should work. I just can't guarantee it without trying it.
