can you use this on your pc for the mame software

Not tried it on mame, works well on pc amiga and amstrad emulators. Works with my pi 3 too and on my ps3.

Does anyone know if this would work with Android?

Doubtful and if you are talking about a phone or small tablet, not at all practical because of it's size (large).

am looking to use this with virtical/horizontal scrolling shootemups & need diagonal control.Is it posible with this as it would be unplayable if not

Sorry, I can't confirm if the Lioncast fighting stick handles diagonal movement as I only use it to play old retro arcade games which only require horizontal and vertical directional movement. The operating instructions which come with the stick are minimal to say the least and don't cover this point. One thing I can confirm is that the unit is quite bulky, measuring 30cm x 22cm at the widest point.

Is this compatible with the Retro Freak console please?

The console supports PS2 and PS3 controllers - but we can not guarantee that it will always work. Best regards from Berlin
