Fabric ink is make for fabric, I would go with the professional speed ball acrylic ink. Its make for wood and posters.

Can this ink be applied to wood over latex paint?

Yes, I make rustic signs and I paint a white latex paint then silk screen the lettering on. been doing it for years.
