Will this work with passive speakers?

Yes and I've found it very effective. Just make sure your speakers have a compatible impedance - this amp can handle between 4 and 8 ohm speakers ( I think that's right).

Do any of you who own this amp for your turntable ground yours with the screw next to the phono in?

You need to use a phono pre-amp to use this Lepy amplifier with a turntable that has no built in pre-amplifier and, therefore, no Line Out pair of sockets. This is to, both, amplify the cartridge output and to apply RIAA phono equalisation. The above preamplifier appears to have a brass terminal to connect the turntable earth. If you get a phono preamplifier without a terminal, connect the turntable earth point to ONE of the phono shield connectors (the part of the phono plug that goes outside of the RCA socket). If your turntable has a built-in phono preamplifier, you will not need to make this connection. However, such turntables don't usually have an earth terminal.

Will this work with a cb radio

It will amplify the sound from any kind of radio provided the radio has an AUX output socket and you have a suitable connecting lead. If the radio has no AUX socket, then you won't be able to connect the LP-2020A. If the CB radio has a headphone socket, you might be able to use that instead, if the sound is not distorted. If the CB radio has no AUX or Headphone socket, you could ask a radio repair shop to fit one.

If your turntable has line level out (as opposed to phono level out) then yes... otherwise you will also need a phono pre-amp to boost the signal from the turntable before connecting to the Lepy amplifier. Just check your turntable manual to see if it has an integrated pre-amp and line level out (most old turntables don't).
