Will this work on funko pop?

Do you mean plastic toys? Possibly but whatever surface I use any acrylic paint on I always prime it first. It's water based so you might have to seal it afterwards too.

Can this paint be used on metal ?

I do not know I used it on ceramic. Sorry.

Can this be used on items like cups and mugs? Is it washable and heat resistant?

I've seen it used on various things, but not used it on anything other than canvas. There are artists on you tube who have used acrylic paint to cover things like vases.
