I have a computer mat that moves alot on my desk, will this work?

It should work. It keeps my chair in place on hardwood floors.

will this stay on a melamine plate when I wash the plate by hand (not in a dishwasher)?

Yes it should, it adheres nicely

Will it stay put on a 90° angle, or will it pull away over time as it tries to straighten itself out?

I used this product as a pad on a heavy kitchen table on a wooden floor. It adhered to the table but pulled off as I slid the table on the floor. So I learned I have to pick up the table rather than slide it on occasion. It probably would adhere to a 90 degree angle but may need some reinforcement with duct tape depending upon use.

Are these heat resistant?

They are made so silicone rubber. Silicone rubber can withstand more extreme temperatures than other materials. I would say they are heat resistant within reason (not an open flame)
