Where does the shackle fit and why may it be needed?

Hi. I think you are mixing up the model numbers. This lock 5425EURD and 5415EURD do not have a shackle at the top. the models 5424EURD and 5414EURD have shackles at the top so you could in theory padlock the key press to a railing for example. Hope the answer clears things up for you Take care

Is this key safe police approved?

As far as I can find out there is no Police approval on this type of key safe. But suited my purpose and is pretty secure with built in light.

The numbers do not light up the instructions say the bsttery is in already but should i have bought some?

If I rememcer correctly, the coin size battery id enclosed under a black plastic cover screwed onto the inside of the openong front flap. It may have a small plastic insulator which user should take out. Simply unscrew the plastic cover & inspect the battery housing.
