Because some walls are porous and some are not. If the wall is rough or porous they will not stick. It says in the directions -- "Must be applied to a smooth wall".

Q: Can these be cut smaller?

Yes, sure. the plastic adhesive wall hooks are easy to be cut to fit concrete application. Just remind again, please use the sticky hooks on right walls----solid and smooth walls or ceiling (in case use as ceiling walls), make sure dry dust and oil free. they actually are enhanced heavy duty suction cup hooks, with strong sticky force and suction force as well.

Q: will these stick to refrigerator?

Sure, see the video. Clean, stick, drive bubble and use. For weight less than 20lbd, you can directly use them. For better effect wait for 24hrs. As our acrylic adhesive wall hooks are of heavy duty type(33lbs), it has much wider applications, such as rough brick /concrete surface, but your need to be careful and strictly follow the instruction. Q: Can these be used outside on aluminum siding?

I shall say the heavy duty adhesive wall hooks work well on it unless it's surface is dry smooth, dust free and oil free. The sticky wall hooks even work well on smooth concrete wall, as it's heavy duty performance(33lbs), it has wider application than anyone else，and the acrylic wall hooks are more durable.
