Yes, there is a converter called Pilot CON-40.

Can this be used as a dip pen (like to dip it in the ink?)

No I wouldn't recommend using it this way. The pen uses a flow of ink and a failure of supply 'mid-flourish' would spoil the effect.

Even if you find a converter you will need to be careful which ink you use. I use the Pilot Parallels daily and use either the proprietary cartridges, or treat them as dip pens. Both work fine. Replacing the ink in the cartridge with a needle is easy, but most inks don't flow well through the mechanism.

Is the ink black or green? Not clear on the description.

The ink is the colour of the cartridge you place in your pen. The green colour of your pen does not determine the colour of your ink. This pen actually comes with two coloured inks and you can purchase more colours or black only cartridge packs compatible with the pen separately.
