Q: How to use the "Cool Button"?

I liked the cool button feature on this dryer. It is located above the ON/OFF. Instead of having to hold the button down for cooler air, I just press and release it once and it blows cool air continuously a few seconds after I press it. To go back to warm air, you just press and release the same button again. Similar to the ON/OFF button, it does take a few seconds for the COOL function to begin.

Q: Description says "dual" but can it be used with 220 voltage in Europe?

No---you need the adapter that plugs into the European outlets which will then allow you to plug the hair dryer into the adapter. When I traveled to Europe, I bought a hair dryer there. It made everything easier in the long run.
