I replaced existing recessed led dimmer with this one and now it is making buzzing sound. what may be causing that sound? is it a safety issue?

Is this leading edge or trailing edge?

Almost all modern LED compatible dimmers are reverse phase design (trailing edge). I doubt the ELEGRP would deviate from that rule of thumb.
