I would imagine so as it is for fabric but I have not tried velvet. I would do a small test piece first. I have used it mostly on cottons and am probably more generous with it than needed and have had no problems. It is temporary so does wear off.

Q: Is the quilt washable when it is finished, after using the adhesive to bond the 3 layers?

Yes, the quilt will be totally washable. What this stuff does, is hold your layers of quilt together, (top, batting and the back) while you quilt it on your sewing machine, i.e. sew all over it, to permanently hold the layers together. This glue just washes away, as it's no longer needed. Just put a thin layer of this on each side, and you'll find it doesn't gum up your sewing machine needle. Great stuff!

This product is listed as an adhesive for sticking paper to fabric, we can not say weather or not it would be ideal for stencils on paper

Q: Would this be suitable to attach abrasive paper to a piece of marble so I can flatten the back of my woodworking chisels?

It does not give a strong bond, so I doubt it very much. However, it will probably help to hold the paper in place while you apply a more secure fixative - I often spray a piece of flannelette sheeting with it when I want to cut out lightweight silk satin, which otherwise flows almost like a liquid off most surfaces if you try to handle it.
