Not without another knuckle adapter.

It's very hard plastic, the same as the mount bracket. The screws and nuts are of good quality, not the cheap stuff often found in other such products. This allows for better placement adjustments.

Can it be turned to be used in left to right motion, rather than up and down?

Yes, just turn it a 1/4 turn when installing it.
