Will the timer on this heater allow me to set the on & off periods and leave it set long term? I need to set the heating for my elderly mother.

Yes, the heater has a 24 hour dial and you simply set the dial at the present time. There are small 'pins' at every ten minutes around the dial and you push these into a different position if you want the time to come on at this time. For example if you want the heater to turn on between 6.00 am and 7.15 am you push the pins across between these two times and the heater turns itself on at 6.00 in the morning and turns off again at 7.15. The heater should be left at the auto setting if you want it to come on at the same time/s each day. There is a switch to turn to if you want to turn it on or off at any time. totally dependant on the temperature settings

Do yo have to fill it with oil?

If you think about it, the word "oil Filled" is in past tense and it implies someone (Mr. De'longhi perhaps) has already filled the oil on your behalf.

Will this heat more effectively than an electric convection fan heater?

I can only tell you that in my experience I much prefer the heat given from the Dragon heater. It is preferable to convected heat, which dissipates quickly and has a tendency to make the air dry.
