Q: Can this be use on its side or does it need to be upright?

I am not sure I would think that it would need to be kept upright. It is quite small, so it fits into small places. It’s perfect for my grill and fire pit. I’m always a bit leery tipping it onto its side. You might contact the manufacturer.

Q: Does anyone make a stabilizing base for this size tank (to prevent tipping during transport)?

I have never tried to find one. I always just pack it in between my gear and it stays in place nicely.

Q: What's the width of the top?

The handle on the top around the valve is the same as a standard 20# propane cylinder (6 3/4" diameter) . The tank itself is about 8 to 8 1/2 inches in diameter (harder to measure that).

Mine was all set up for filling when I got it. It’s a perfect little propane tank.
