is the grip pastic or rubber?

Mine's rubber. It's a few years since I bought it so I can't guarantee they still use rubber. I imagine they do.

Could you use it to bring up paving slabs?

You could but giving its size its a lot more force required to lift them. A longer pry bar is much better
