how far down is the hour hand supposed to go. and how do you get it down? It seems tight and will not move down

On mine the hour hand is about 6" and the minute hand is about 9". Didn't have a problem with mine not moving. I put the battery in and put the hands at the correct time and they started moving. If you have a hand that doesn't move, that's a defect in the equipment. You should ask for a replacement.

With second hand cap on my minute hand still moves like a second hand. Any recommendations?

The most likely problem is a mis-match between the hands and the clock. There are different diameters of shafts and hands. If the hands are not part of the replacement clock kit , this is likely the problem.
