Q: Whats the max weight for the bar ?

Not sure about the max weight but it's a really well made bar, I've had up to 50kg on it so far with no problems

Q: Would vinyl/plastic weights go on this bar sturdy enough?

They would. Is very sturdy bar solid and heavier then you might think. Used metal weights on it no problems.

Q: Distance between the two 'handles'?

Dont know the difference between the handles but this tricep bar is a great piece of kit well made sturdy and I would recommend it any seasoned bodybuilder

Q: What sort of weights would suit this tricep bar?

I had a set of metal weights form my dumb bells which I used. I also bought a set of 2 x 10 kg York metal weights. I believe most metal and vinyl weight have a standard size hole and will fit. I currentlt have 2 x 10 kg, 2 x 2kg and 2 x 1.5 kg on the bar. The bar is very sturdy. I hope this helps?
