Would this be to small for a 2 year old to use?

No. It is definitely big enough for a 2 year old. However don't put it in the dryer it shrinks to half the size.

Is the towel warm/would it hold heat well from a towel warmer?

Possibly it is made out of a thicker type cotton it’s not thin
