Q: I am feeding this 16.8v 1A but my multimeter is reading 5v 3A, I know the volts are adjustable but why are the amps higher than what I’m feeding it?

Input Power (P1)=16.8V x 1A, Output Power (P2) = 5V x 3A, the power bewteen P1 and P2 is the normal loss, if you want lower output current, pls make the output voltage be higher, we don't know where are you using our items here, if possible, could you send us some pictures here, then we can help you well, wish you can understand! thanks a lot.

Yes, this is a voltage regulator. It is a more energy efficient means of stepping a higher voltage down to a lower voltage, when compared with a linear regulator. However, it is going to produce a less clean DC signal at the output than a linear regulator. If your project can tolerate a less clean DC signal then this ought to work just fine. I used one of these to run a barebones Arduino for about 2-weeks on 12V supply of AA batteries.
