This bag have a zipper on the bottom that extends the bag from 16 to 21.

Q: Can you lock this bag?

Yes with your own lock. The bag has a zipper with 2 tabs so you can loop the lock thru both holes in the zipper tabs

Q: what does upgrade mean?

I got this bag in a different color but this same style and it did have a shoulder strap.

Q: Has anyone used it with Spirit airlines???

I used this bag as my personal item on Breeze air. No problem. I had my purse inside my bag and the bag fit perfectly under the seat. I was so happy when I received the bag that I could possibly fold it up and place it into my checked suitcase and the fact that this bag is sturdy and light.
