Is there a sizing chart as far as waist for the pants?

Not sure, I am 6'4", 210lbs, this was sold as a pair. The jacket fits perfect, and is fairly quite for being waterproof. My pants run 34x36, and these pants are more like 36x36, so I have to wear a belt. Overall, I like them, not extremely warm but good for 50 degrees and above.
