What are the directions for use, please? Do I have to wet anything or clean it first....anything?

Rub a quantity onto the backside (unfinished) leather belt. Then, gently polish the stone into the compound along the leather. Check your work frequently. This stuff works very quickly. Clean up with soft cloth.

Can I use this for stainless steel jewelry?

I don't see why you can't, but for me this product was awful. It came rock hard and not only was difficult to use, I would have done better spraying Pledge on it. Don't waste your money.

Is this supposed to arrive without a cap/top? Mine is completely dried out (I know it’s supposed to by dry but it’s beyond that)

This is supposed to be like that. It's a rouge stick for a bench buffer. You hold it against a spinning cloth buffing wheel and load the wheel with the compound. It melts into the wheel due to friction. It is not a paste.

Is this supposed to come very dry and without a cap? Mine did and I’m just wondering if the quality would be better if it were capped.

No that's the way it comes very dry and very hard. Zam does not come with a cap and tjere no mention of a cap either in the description
