What is the outer cover? Have some that is foam, but it is perishing!

This is a different type of foam, doesn’t absorb water and shouldn’t perish as readily Further details are probably available at the armaflex website

Its roughly 3 foot long but it works

I have a cold water pipe in my toilet, can I use this to cover it?

The diameter of the pipe I covered is 2 inches so it may be too large. Your cold water pipe will probably be alot smaller. If I was you, I would go to one of these, Wickes, B&Q or a plumbing shop. Measure the diameter of your pipe and length and tell them. Mine is black, and I think standard is grey. You only need to cover if there's a chance of freezing. Good Luck
