Q: Can this tool be used to cut circles larger than 12 inches

I would know of no way. It is a template or a jig, the blade has to fit in a grove. It works exceptionally well for small circles if you only have a few to cut and don't mind cutting one at a time.

Q: Has anyone tried cutting half circles on fabric that is not folded or is the template only stable on the edge of folded fabric?

i been able to cut half circles without any issues. (mainly 4 inches, havent tried with the other sizes)

The cut circles range from 2 1/2" to 12 1/2" which includes a 1/4" seam allowance. When you sew them you wind up with circles of 2" to 12".
