Are these food grade?

I assume you mean as a cooking wood for a smoker. You should never cook with cedar, it can be poisonous. Here is a good reference of woods for cooking I found: http://www.amazenproducts.com/v/vspfiles/downloadables/WoodsForSmoke.pdf

Would these be ok to have around my outside hedge?

It's suited for indoor closets. It could be used outside, but the weather would quickly make it lose it's scent.

Does this repel scorpions

Yes, it wil repel them but not prevent them
