Can I mix it with pre-pigmented paints and still achieve the glow effect?

yes and no, depends on the color of the pigment. lighter pigments vs darker colors work the best except for red, i had very little sucess with red being able to glow with lit. after experimenting with various paints, inks and pretty much anything liquid the best medium i found to mix with lit was clear gorrilla glue. it can hold quite a bit of the glow powder while retaining pretty much all of its glowing ability and is far more durable than any paint.

will this still work if heated?

As far as I'm aware, Strontium Aluminate, and Europium (the dopant/binder to the Strontium Aluminate), maintain most of their phosphorescent properties until around 1500° F. Unless you work in a smelting plant and plan on using it very near the smelting pots, I doubt you need to worry about it maintaining it's integrity under heat. Unless your question pertains to it glowing from heat? In that respect, it's not very likely to glow even nearly as bright as you want. The way fluorescence works - molecules absorb energized waves of light, exciting the electrons in that molecule, which then re-emit that energy in the form of photons in the visible light spectrum. UV light, is more energized than the visible light we see everyday, which is why UV works the best. Infrared light, also known as 'thermal' or 'heat radiation', is very low in energy in comparison to UV or visible light. So, with it being lower on the spectrum than UV or visible light, it is very hard to get enough of it to energize or, excite, enough molecules in the substance we are trying to make glow. It actually starts to get into the realm of quantum mechanics when we talk about getting IR light, or heat, causing fluorescence. So, long answer short: it's possible that it could still glow with IR, or heat, but I wouldn't expect it to be anything too brilliant. The powder itself should definitely hold it's integrity to most heat that you can throw at it, but you have to factor in what the thermal properties are of whatever the base you use for paint is also.

How much will this jar make with the reccomended mix? Will it be enough for multiple paintings?

It should make enough to cover at least 150cm square :)
