Would these be safe to use in the microwave?

Will the 8" work as a wrist strap? I need to secure a scallop/shell bag while snorkeling.

Maybe, I use it to secure a monopod to my tri-pod leg for camera gear. Certainly, waterproof and strong enough for my outdoor photography. And for extra length, you could also put two of them in line.

I need a strap for an over stuffed 11 x11.5 x 3 inch binder. Is the 15 inch strap the best size?

No. You would need the 27 inch one which would wrap around the binder almost completely without stretching. This would give you enough room to loop it through the buckle and to cinch it down. The 15 inch one I’m not even sure would stretch far enough to go all the way around but it would certainly kill the elastic almost immediately.
