Hi. can it be used on soap ? glycerin, hot , cold process?

I eould not recommend using Rue in soaps. The sme is not favorable and it is not recommended during pregnancy. Do caution when using. Not an herb for the masses

Is it true that rue repels fleas and is good for adding to the bedding of cats & dogs?

I have heard it is good for fighting fleas. Rosemary may be better. I use Rue more for repelling bad dreams

Does it have seeds or only dried flowers/stems?

It has mostly leaves and stems, some flowers but no seeds.
